Error 191: Buy It Now Dutch Auctions are not supported at this time.

This error is thrown for auction listings with a quantity of more than 1. Either set your quantity to 1, or for multi-quantity listings, specify ListingType as FixedPriceItem (use the AddFixedPriceItem family of calls).
